So first and foremost, you'll need to download GCFScape (it's basically WinRar for .vpk files, which you can download from https://gamebanana.com/tools/26 ). Then you need to subscribe to this mod, make sure it's downloaded by starting the game, then go find the mod in your addons folder, extract it, and make your own edits to the script text file.
Lastly, you'll need to turn your tweaked mod back into a .vpk file. You'll need to install the L4D2 Authoring Tools in the Tools tab of your Steam library. Don't worry, you won't need to actually use the Authoring Tools, but once it's finished installing, you must find a file called "vpk.exe" in your game files located at C:\Program Files (x86)\Steam\steamapps\common\left 4 dead 2\bin\. Now drag your modified "root" folder onto the vpk.exe and it will automatically put a "root.vpk" file next to the "root" folder. Move that modified "root.vpk" into your Left 4 Dead 2 addons folder and restart the game, and it should work.
You'll need to find another mod for that. This is just a script mod that changes the stats of the M60.
In order for a script mod to work, the person hosting the session needs to have the mod active. So either do singleplayer, or create an empty lobby.
