Multiple Covert Actions

Description
Allow multiple covert actions to be sent at the same time.

On default, you can only send out 1 action at a time, increase with each resistance ring upgrade.
You can only have 1 covert action per faction at a time, increased to 2 at maximum influence.
Everything can be configured in XComGame.ini

Yes this is going to be unbalanced for vanilla game, but it should be useful when other mods wants to balance around multiple covert actions and make a campaign with a very busy barracks.

Compability:
Overwrites UICovertActions, UIEventQueue

Change the number of global actions here to get more than just 2. Switching the 1 to a 2 equals 3 total covert actions on the resistance ring. "2 = 3" or "3 = 4" ETC...

Per faction. Meaning their influence. Base influence 1 action higher influence more action

I don't quite understand what the config options mean in the xcomgame.ini. like here are the options:
+MAX_ACTIONS_GLOBAL=1
+MAX_ACTIONS_PERFACTION[0]=1
+MAX_ACTIONS_PERFACTION[1]=1
+MAX_ACTIONS_PERFACTION[2]=2
+MAX_ACTIONS_PERFACTION[3]=2
+GLOBAL_ACTIONS_UPGRADE=ResistanceRing_UpgradeI
+GLOBAL_ACTIONS_UPGRADE=ResistanceRing_UpgradeII

so what does perfaction(2)=2 mean as opposed to perfaction(3)=2? does that mean when i encounter the second faction i can have 2 actions per faction? and where does the influence come in, I don't see any detail here corresponding to influence, only max actions, resring upgrades, and actions per faction.

is there a way in the config to make it add 2 actions when i get the 2nd resistance ring upgrade?

Enjoying this for my Legendary/Iron Man/No Deaths playthrough.
Most of my character pool just sits in the barracks doing fuck all. Not realistic.

So i found out you click one mission to send your guys out like normal then just just click a different mission to send a different group out on then a 3rd mission if fully upgraded to send the last one out on...i hope this helps someone else took me a couple of hour to do it

How do I select another Covert Action? I installed this mid campaign, on regular WOTC. I've upgraded the resistance ring, but still don't get the option to select another covert action. I have Reapers at +1, and XCOM at +2

for me keep saying that I can do more than 1 covert mission..
even if I modify the files
