Pedestrian Elevators for high terrain/overpasses

Description
Create terrraced cities on elevated ground, European style.

As the title is self-explanatory, this is a pedestrian overpass which allows you to carry passengers from over obstructed paths (highways, avenues), to between valleys or elevated grounds.

Check screenshots to have an idea.

What does it do ?

1. It is a FUNCTIONAL elevator which you can use as:

a. Simple elevator to carry people from ground to elevated terrain (hill, valley, or any other terraced geography).
b. Use it to create bridges between two elevated grounds and connect this bridge with sunken ground or
c. Simple pedestrian overpasses over an highway or avenue.

2. It fonctions as a park, with actual values. When you place it, it gives a small bonus of happiness, since your pedestrians are happy with easy underground passage, instead of waiting on crossroads.

My peds don't use the elevator, neither overpass nor underground :(
Any idea what goes wrong?

@Sotrax 9 meters is 12m actually, 12 meter height is the height of the entire thing, not the pedestrian path. I think. I named weirdly I know. Tell me if the ped path is actually 8 or 9 meters height on this one

Could you provide a tutorial or video to explain how to place this? No matter where I put it, it never turns green and always says "Distance too far" or "Slope too steep." How do I get this to work?
