Yes, you can join factions as a democratic country in the vanilla game.
What is the point of this mod then? It reduces the world tension requirement from 80% to 10%.

What can this be used for, it isn't that big of an improvement, right? I made this because I personally wanted to try to be able to join the Allies faster and afterwards turn into fascist, so you can conquer countries without UK being a nuisance.

I also encountered that some countries still have a national spirit which puts the join faction tension limit to 100%, so if you do encounter this please care to tell me which country so I can fix it asap

What comes to compatibility with other mods, you'll have to find out yourself.
