This is Handyman (Original Skin) from BioShock Infinite: Clash in the Clouds replacement for Tank

This Handyman was featured in Bioshock Infinite E3 2010 demo trailer but never made into final game, he later appear again in Clash in the Clouds DLC as one of unlockable trophies in The Columbian Archeological Society.

This workshop only replace normal Tank you encounter anywhere and finale but not include The Sacrifice's Train Tank,
