Besides a small discount of production, all cities can build campus and industrial zone without population under consideration.
All cities allow incoming production regional production stacking.

UD:Auto-Campus:

Does not have citizen limitation and a little cheaper(45 basis).

UD:Auto-Industrial Zone:

Does not have citizen limitation and a little cheaper(45 basis).
No appeal punishment.

UB:Recycle Center:

Replace factory.Cost much less production,no maintainenance. Additional +1 great musician points.

Gain +2 science,+2 culture from each artifact,relic and music.

UU:Construction and Clean Robot:

Unlocked by Electicity and need maintaining.
8 build charges and can build all civilian and military improvement.
