Well, I don't know about part 4, for me it's 50/50. Limited areas seem to have no freedom like in 3, the graphics are worth praising, the characters are also good. But as for me, part 3 is better than 4. It's addictive but there's paid content everywhere, pets, decorations, etc. I don't think it should cost $15 or more.
