you have to get ratings from the science/entertamint/security divivson on Islands to get them, then you have to reserch them.Finally you will find them on the map

ik i'm late and

with every dlc, you have to install it, and then go to the research centre and go to fossils

then it should appear with the dinos to unlock

and plus u should be able to get the dino's if you have the dlc why would u work for it if you buy something with money and you have to unlock them it should give them to you audomacticly
