When he says they get the bag and fumble it he means that they are not doing so well. And when he raps the following lyrics, “I get the bag and flip it and tumble it (Yeah).” He is referring the the U.S. backed rebel forces fighting against the Assad regime and how they’re quote on quote flipping it and tumbling it. As we have seen the rebel forces fighting against Assad have really foiled his plans. This is reinforced by the lyrics later in the song, “Percocet pill one me (Percocet).” And “Walking with the racks, I’m lookin’ crippled (Money).”
