You can set it to any number you wish, it's the number per individual stat which is the issue. Dinos have 7 stats you can level up, you could put a maximum of 255 into each, so if you pumped every stat up to that number the max level-ups you would be able to use is 1785. So any value below that would be viable. You'd just have to count the number of levels you spend in each stat.

This is hardcoded into the game, there is no way to change it I'm afraid. Your only option would be to make sure not to pump more than 255 levels into a single stat. If you want the creatures to still be very powerful even without so many levels, you can adjust how much a single level boosts the stat instead - so where by default a level in melee may increase the melee stat by 10, you could make it go up by 100 instead, making the creatures much more powerful but without having to spend 250+ levels on them.

Are you meaning that your tames lose stats when the server is restarted? So for example, you may have a wyvern with 1000 melee, and when the server comes back up it only has 400?

If that is the case, then you should be aware of this: the way creatures are coded into the game, they can only support a maximum of 255 levels in a single stat. If you pump more than 255 levels into a stat, then the number will go 'off the top' of what the game can calculate. Then when the creature is reloaded, either from the server restarting or the dino being downloaded at an obelisk/thrown out of a cryopod, the game will recalculate it's stats and start counting up from level 1 again, leading to the stats going down.
