Not enough building models (way too many reoccurring assets). Zoning is still just as terrible as CS1. Attempting to build on hills still looks just as terrible as CS1. There are graphical glitches when using pedestrian pathways. Pretty much the only thing that feels like an upgrade is the graphics and the road tools.
