The game is in a very rough state. Challenge progress doesnt track so as a fix the devs are wiping everybody's challenge progress. This is ridiculous and a huge waste of my time. Not worth $40.

This game has amazing potential but the bugs are ruining the experience. Skins are not unlocking properly and xp gain is not always saved properly. You could play a match and literally get 0 xp. Until these issues are fixed, I cannot recommend this game to anyone.

DLC is really good actually. I don't like Paradox very much, but seeing all the new things added left me very pleased with their work. There are few freezes, crashes into late game, but when they hopefully get that fixed, this update will be even more amazing. If you dont like the price tag, you can always get it on sale later. This DLC is a must have though.

EDIT: Mission trees for some nations, especially Russia, is incredibly buggy and even broken. Seems to be an issue with the privileges intertwining with the mission tree requirements. I do not recommend until they fix this.

I have 165 hours so far, and to me, there is just too much wrong with the game. Immigration is largely limited to intra-market migration, and immigration waves dont spawn enough. I also just despise the interest group mechanic. It doesn't make sense how one leader can completely change an IGs ideaology, as well as all the people supporting them. Political parties dont really exist, its just an conglomerate of fickle IGs who constantly switch between parties. There is also very little control over how much you want to shape your pops ideology. The mechanic for passing laws is based on % chance which also does not make any sense. Non-autonomous trade makes no sense. Not being allowed to set your own percentages for taxes and tariffs makes no sense. Nothing about this game makes me feel like I'm actually in the Victorian Era which control over my own country. Everything feels gamey, and you are constantly roadblocked with arbitrary rules set by the devs. Victoria 2 did almost everything so much better, and the game is decades old. How can you go from a beloved game like Vicky 2, to this? It's such a shame...

As of 1.8.3, the game isnt even playable anymore with constant crashes. This is unacceptable

AI allies keep randomly deleting and then immediately recruiting troops, exhausting their manpower and money. Makes it impossible for them to be of any use. Please fix, not paying for more bugs.

The game WAS great, but unforunately, as Paradox corportizes, the quality of their products decrease substantially. The trend has been going on for a while, but this was the tipping point. Think of Paradox as the CDPR of strategy games. Broken, buggy updates and paid expansion packs with promises to fix it later. Leviathan shows us that as the worst rated product on the entire Steam storefront. That's an achievement. Save your money, do not buy this game as it has no real future left.

A few problems with this game:

1) Horrible tutorial. It's the equivalent of being shown around your new job and your boss telling you "This is desk" and leaving you to do your work. A few text boxes that tell you what the functions of each tab are, nothing about purpose. Good luck trying to figure out how to even play the game.

2) Horrible economy. No matter what your budget set up is, you will always begin to lose money early-mid game after the first few months and there is nothing you can do about it. Just accept you are going bankrupt and lose. There is also no information about where your revenue is coming from or where your expenses are going. It just tells you that you are losing money. Yeah, you think?

3) Horrible decisions. Just look it up somewhere, pick the right decisions and you win.

4) They have all these Chinese propaganda music but they didn't include red sun in the sky. What a wasted opportunity.

It's not even worth $7. Save your money for lunch or something.

The features are nice, but way too overpriced. I got more out of Common Sense which was cheaper than this. Also, the DLC just adds more complexity and micro-management to the game. It takes out the fun and more worrying.
