Non-existing endgame content. This mainly caused the decline, Pretty sure it's costing them more money fixing bugs and keeping servers alive. Console release is their last push to make a quick buck from NW before it's completely dead.

If they had listened to their customers and implemented PVP matchmaking for arena/war and oprs, or have an actual competitive leader board for mutations, that alone will bring back a lot of people.

Played it for 1.5 hours. Was so disappointed. The graphics is now very cartoonish, you could call it art but I don't like it. I liked Civ5 way more when it first released.
