Kislev was one of the factions that had a hard time getting into the game. There is still some questionable placement of like Mother Ostankya and Boris Ursus. But overall their economy is fixed, the start position is better. They still have some minor issues, as f.e. Bolgagrad is not in the IE campaign. But overall Kislev is finally fine.

A worse position are Norsca and Bretonnia and some other parts of IE.
I feel like Norsca is very monotone, not a lot of different enemies, settlements quite far away from each other and that race was overlooked at on wh2 and currently also is in wh3.

Bretonnia the exact same thing, most provinces have only 2 settlements and they rely on confed techs, but they feel hugely outdated because those date back to WH1 when there were no enemies in Bretonnia. Now with Moussilon, Grom Heinrich and very aggressive wood elves and some skaven to the south all minor bretonnia factions are gone in 5 turns and those 50 turns of confeds dont do anything for you. Bretonnia lacks different units including RoR.
Specially the Fey Enchantress has some trouble with her starting region as she is the only Bretonnia lord without a stable (and the ability to get horses for cheap) from the start.
Green knight cant be specced.

Also some dwarfen factions/provinces like Clan Angrund/ The Vaults and Karak Kadrin need some effort. Their settlements are very far apart, often 2 or more turns walking distance, and they are either surrounded by a lot of enemies from the start, or have other debufs.
They grow slow, their economy is nothing, and because of the insane distances you cant even properly build your province, let alone expand.
