NEW REVIEW: I changed my mind about the game. It is good. It struggles in certain aspects, but I would give it a solid 8\10. There are a lot of mechanics which you need to understand first to start enjoying the game: how the military works, how the economics works, how the market works, the taxes, the government system, etc. The game is very complex and has A LOT to do in it. Aesthetics are great. The big downsides are: the war, you influence it indirectly and there are stupid situation where your fully equipped professional army of 1k battalions pushes through 10 battalions of unequipped conscripts for WEEKS. Another downside is that this game is more of a manager type, rather then grand strategy. You look into lists and graphs for 80% of your gameplay time. But if you enjoy economic-politic simulations, this is the one. Give it a try.

OLD REVIEW: I am refunding it. I am a big fan of paradox games. The only one that disappointed me was literally Imperator. Now it is accompanied with Vic 3. Market simulation is somewhat interesting, but it feels more like ANNO, rather than Victoria. I'll stick to Vic 2 for now. I don't think Vic 3 will be interesting anytime soon, it is too far from being a "grand strategy" and the AI is dead too.
