Otherwise, I'd try steam as admin, and manually uninstalling R* launcher/social club - and manually reinstalling them - again as admin. c / program files can be an annoying thing for many. Hopefully it is something on your end that can be resolved, and not an issues anywhere between you/R* where you have to wait for it to be fixed.

https://ufile.io/8zn1dtgd - launcher.exe and launcherpatcher.exe ---- do bear in mind that some of the R* launcher errors can be due to using compatibility mode win7/8 on those .exe's, or even running steam in compatibility mode. Some other users said they had 'similar' issues because battleye wasn't installed - you can manually install that from the gta_be.exe in the game folder. Then you get into the realm of vcredist issues, av/security, windows defender, corrupt os (use sfc /scannow) and a whole pile of other issues -.-
