Steam still knows the time, date, what you unlock via their system. Unless you play the game offline mode, or game DRM free and played it without client running online then that affect the information on your account as that be information wasn't tracked.
It's almost May, and I forgot to change the game from private to public at the beginning of this year, and I don’t know what to do. Can I mark it as public now, hoping it will show up in the summary, along with achievements, etc.? I already have almost 300 hours in it, and it will probably be one of my top games this year.

But if your account getting altered, and things are happening, and all of sudden getting locked, then means someone on your account, you need to take steps to kick them off your account, as well stop logging in on scam sites claiming to be Steam.

All other EA games that part of EA play on Steam has NO playtime limit so you can play as long as you want as long your EA Play subscription last, or renewal.
Games you BOUGHT you keep forever, and there is no playtime limit, nor is there any subscription time to needing to pay, or renewal as yours forever.
But if this is an account issue needing support help, you have to contact support for that as only they can help. Steam help page > MY account > data related to my account > scroll to the bottom, click on contact support.
