This is simply a great city game. The things to improve are collitions, some better tools for roads, quays, trees etc. (mods can fix it though), and finally: We really need multiplayer on this game. Some sort of campaign mode is on the way. Everyone doesn't enjoy all sandbox. SimCity2013 had "Great works". It made that game feel like there is a goal to work for since you had specialisation in your town to refine raw materials into products and it could be refined again for more advanded products. Then you had to send products to build the great works that benefit the cities in the region.

What SimCity 2013 had that was good was the multiplayer at the state when servers worked. But it should have been in real time and enabling the others to play on your map. In Cities Skylines it could mean taking current map-size and split it up between players to compete, or enable them to work on the same areas.

A Cities Skylines with that kind of multiplayer will be a game to keep playing for a long time.

++ Gameplay in general
+++ A huge map to play on (if you by mod enable 25 or all 81 tiles)
+ Different themes on buildings
+ Water
+ Build your own desert/blossom/winter map with own theme
+ Build your own park to raise land value
+ Build your own costum interchanges or grids for the city so you save time.
+++ Steam Workshop has GREAT modders for this game and glitches from member made mods usually are fixed pretty fast. The workshop can set you up with nice parks and complicated interchanges for you to save a lot of space and time

--- Only sandbox
--- No multiplayer
--- Not as nice colour scheme as SimCity2013
--- Ugly architecture no matter density and height compared to SimCity2013 (that mastered american+modern arcitecture)
-- Slow development
- Everyone ages at the same time and that means MANY abandoned buildings and it can screw a lot of things up
- Collitions in general with other AI and the map
- Roads: No ingame side texture of tunnels, no ingame fixing of lights and exchanging roads by plop down buildings
- Water acting a bit wierd
-- Maps can only be constant winter weather or never have winter weather
-- Budget can't be automatic for example energy consumption, so you waste money producing too much one day and next day not enough electricity

My rating is 8/10 (SimCity2013 would have 8/10 the first hours until the map gets filled thanks to specialisations and the looks. But in the end it was badly made and EA haven't cared to fix much 4/10. It is a great game at first sight but bad in the long run)
Has to be done in Cities Skylines:
Simple fixes from thedevelopers could be done but hasn't been done
Looking forward to a semi campaign mode
Needs better in game architecture
Needs colour corrections/filters ingame
