Doesn't matter if you're a Monster Hunter Veteran, or new to the franchise... You should give it a shot.

Compared to World, the graphics are a bit worse. But that's pretty obvious, because it's a Switch port. While saying that, it's important to mention that this game runs a lot smoother and should be enjoyable even with a comparably older or cheaper gaming setup.

Also, Rise really shines with new fun mechanics and a great atmosphere. Great variety of Monsters and especially a lot of new/different ones that you haven't seen in World.
The Multiplayer works really well. Good Matchmaking and no connectivity issues whatsoever.
Takes a while to get used to everything, but if you take your time and are willing to look into some stuff online, you'll find yourself at home really quickly.

Already looking forward to future add-ons and more of this insane franchise. I'm really glad that they finally acknowledged PCs as good platform for their games.

Actual good game.
No Rubber-Banding. (It does seem like AIs get "slower" as soon as you've passed them for the first time tho)
Good customization and upgrade options. Nice looking graphics and good sense of speed.

Probably wouldn't grab it for the full price, but for 90% off... go for it. really worth it.

And despite the fact that it's free - it seems to have less Cheaters than certain other paid Battle Royal games.
(Atleast from my experience so far)
