Using -steamMM forces the game to use Steam matchmaking only, and so you can only see and play with people who have done the same. If your game doesn't load without -steamMM, I suspect you probably have Epic Games Launcher installed on your computer? There's a bug whereby, even if you only own the game on Steam, if the game detects you have EGL, it attempts to open the Epic overlay.

Other than use -steamMM, there's three different ways to fix this;
1) Uninstall the Epic Launcher
2) Move the Epic Launcher to a different HDD/SSD (doesn't seem to work for everyone)
3) You can try this fix on modworkshop : https://modworkshop.net/mod/47569
