I did the latter option - I had a cube created to help me with it (could have had a plane to have just 2 more tris and not 16 ;)), it helps in Asset Editor when choosing a template, then you can choose your building (that cube), scale it down to absolute invisible minimum (0.1, so it is still there and that;s the only thing being built when you let it grow - in this case; it is also the thing that you can see when using Buildings Theme mod), and once you are in Asset Editor you have an empty plot.
So i placed your props there.
Problem is - they don't want to grow... or actually, once that cube grows in game, props don't want to pop up - not sure why. I've tested only those that were pushed back to make room for hang around marker, so maybe the other series work.
There probably is a better way to do it - even converting props into buildings :) I think Ronyx69 explains how to do that
By now I already thought of a better option.
Steam is rubbish and everyday proves that.
