This is actually a step in good direction in regards to DLC. This does not lock any new mechanics behind paywall, which would make the base game feel bare and empty for new players. This content is not essential to fully experience CK3 and through buying it you can support Paradox in further development of this game (meaning free updates). I wish that was the approach from the beginning (only selling events and flavour).
