Disco Elysium is likewise in my library and near the top of the list.
Have you played Planescape: Torment? The gameplay is lacklustre at best, but the writing is excellent and it deals with similar themes to Norco re: the nature of humanity. I get the sense that your tastes tend to veer towards literary fiction, as do mine, but Planescape still won me over, despite its fantasy setting.
I just finished Norco. An equally outstanding game. I'll need some time to cogitate on the final act. Its ambiguity was very much in keeping with a game that made a point of consistently subverting expectations.
