She’s not deployable in vanilla, and it’s the same in TROM. Since she can’t be spawned with normal ways, additional modding would be required. I don’t have any plans for that at the moment

When I draw Empress He from the sandbox, it says that she is a character that cannot be placed. Is there any way to fix this?

Just to alert you, the 5 star kislev reskin has stopped working since 6.1. I'd imagine it's a quick fix.
