TLDR: If you like the gameplay of Borderlands (BL) and don't really care about the story (which is hard because the story of BL2 is great), go for this.
I just finish the main story and most of the side quests (which took me 69 hours) and here is my review.
The positive things of BL3 is the gameplay. If you enjoy BL2's gameplay, you will love this. They fixed everything that seems odd in the previous game, and even add more for you to explore: the world design, the challenges, boss fight, skill tree, mobs,... everything is just so satisfying. The farming is not so hard in BL3, but yes, you still have to go for the perfect variant of the gun for your best build; the skill tree is great, there are a lot of option for you to mix and match to fit your play style. The challenges on each map is cool, it's like a little puzzle to solve, or a mini surprised for your journey.
About the negatives, think before you go on because I really don't want to ruin your experience. It's the characters development, a lot of characters are ruined in this game. It's like they are kids that tried so hard in a play, but failed, there's a lot of case that they don't even think like normal people. In BL2, each character have they own unique personalities, and in BL3, most of the are clowns, the idiot ones. Some characters just be there for nothing. They are a waste for the cool world design of this game. The way the story develop is acceptable, personally I think they are ruined just because of the cringy characters and situations.
Eventually, I recommended BL3, I enjoy my 69 hours of playing. If you want to have fun with this, I think you should focus on the gameplay and can skip most of the story things, you just have to know what's going on.
