It is true! Except that fact it is still a great game! Yes it had a bad start, and in the end it was different from whats once was promised, but it is still pretty epic, with a great story and ambience, and you definteley should pick it up in a sale!
I probably would say you shouldn't go for any AddOns, as it is a bit difficult to find players now for the endgame content since Division 2 was released.
