Currently this is one of the best city-builder games on market. DLCs are skippable unless you plan to play with the included mechancis.

The city-building itself is far deeper then competiting games (Sim City, Cities XL, and Simcity 4) and requires rather careful balancing of your services and traffic system. The game does fall flat a bit in terms of in-game budgeting and finances, you'll generally rarely find yourself wanting of money.

Before you buy however, keep in mind, Skyline's biggest difficulty curve comes from its somewhat wonky and difficult traffic simulation. If you're looking for a pure city builder and don't want to focus heavily on the traffic management aspect you're better off picking up the older Sim City 4 or using a host of available mods to ease your game play.

If you're okay with the traffic simulator difficulty, or felt that Cities in Motions was easy-mode, then this game will definitely be up your alley.
