here's a list of everything in payday 2 missing from payday 3 so far:
-crime.net (replaced by a traditional matchmaking system)
-offline mode (waiting for an empty lobby for 5minutes is NOT a good way to play a solo game with bots)
-ransom mode
-crime sprees
-perk decks
-payday offshore
-the safehouse
-secret escape missions on specific heists
-meaningful preplanning
-melee weapons
-difficulty achivements for heists
-weapon sets
-difficulties above overkill
-enemy variants (the newer snipers they added, skulldozers, medicdozers, etc) (July 2024 update: they added one of two new enemies but not as much as there were in pd2 so im keeping it here)
-ai customization
-captain winters
-the card flip at the end of a game for extra rewards

payday 2 feels more like payday 3 than payday 3
ll update this review if the game feels more complete after a few times but for now, its not worth it
edit: i dont think the game is bad at all i just think there's a lot of features missing right now and it sucks
edit 2: for everyone saying "bro just play payday 2 if you keep complaing" im sorry that i expect the sequel of a game i love to have at least 3/4 of the features in said game. Im sorry your expectations have been so lowered by the ♥♥♥♥♥♥ ass modern gamedev industry that now, asking to play a complete game at launch is crazy.

2024 update: basically dead game, some features were added but most of them are still not present and not included in the roadmap. Currently sits at about 200 players daily so stay away from this game right now
