I state that I am a huge fan of the original Hellraiser movie from 1987.
Pinhead's visual design is loyal to the original Hellraiser movie, the Chatterer as legendary skin is nice, and overall everything about his visual has been made nicely.
Voicelines performed by Doug Bradley and his unique animations with chains are a great addition.

Gameplay-wise he is very fun and unique to play.
He has two abilities, possesed chains and passive chains.

He can bind survivors by chains, slowing them down, which can be useful in loops.
Each additional chain will reduce their movement speed, up to three chains:
1 Chain: 2.26 m/s
2 Chains: 1.695 m/s
3 Chains: 1.13 m/s

His passive chains are activated if survivors don't solve the "Lament Configuration", which is a special item for Pinhead. This event ends when a survivor picks up the Lament Configuration. If the cenobite picks up the Lament Configuration, passive chains will be immidiately activated for every survivor.
This can be good, because survivors have to solve the box before chain hunt starts or they will get harassed by passive chains.

Deadlock and Scourge Hook: Gift of Pain are both good slowdown perks.
Hex: Plaything is good if you are playing an hex build.
