While they are arts & crafts-focused, it is the veterans of the studio that deem what is "profitable," or even worthy of time, with those working on "dead-end" projects risking their jobs if they touch it.
TF2 is in this limbo with VALVe seemingly considering it their biggest blight, but it is clear that if we look a little deeper that's not the case. Heck, there are statues and paintings with the mercs all over the studio! But rather: The upkeep and attention a project like TF2 requires.
VALVe is not a company of long-term commitment. Why do you think we've not had many sequels people beg for, but original projects and course-changes instead?
TL;DR - No, VALVe will not update this game. Forget it and enjoy what we have here.
