Please understand that what you're talking about is something that I have researched as well, and I see where you're coming from.
My statements come down to 'maybe's but, let me try to elaborate my stance as you have.
I dislike how Capcom treats and labels mods as they do. If they have such aggressive wording like:
"All mods are cheating and therefore against the rules."
Doesn't it make sense that since they advertise that on their platform, it would make people who enjoy those things uneasy?
Someone can say something and also do nothing on the matter, but Capcom as a publisher has had a history of doing things that feel terrible to a customer.
My opinion is that mods are good, and will at least say so vocally.
Modders have worked around these things, as I stated earlier I was aware of that from speaking with friends of mine.
I am not poorly reviewing the game. I state at the start that I recommend it.
I also explain 'why' I 'Don't recommend' the game in the above.
Cheaters are no fun, but in my 1,200 hours of playtime, I personally have never experienced a hacker or cheater once that I was able to notice.
I am sorry that you had hunts ruined at any point.
Anti-cheat would be a good solution if there was a way to prevent things that provided unfair advantages while still allowing mods.
I repeat again that I will change this recommendation once I have found evidence that this isn't going to happen in the future.
I did do my own research thoroughly as much as I could on my end.
My own research has given me the same information that you just mentioned, as well as modders that I personally know have told me that the outrage may not be necessary, but it is sparked through tensions caused by Capcom's recent terms page on what is and is not cheating.
I in no way condone jumping on a bandwagon of outrage, but there is a track-record that Capcom has had in the past where they fall low, rise back up with great products, then fall again due to some kind of annoying or insane practice.
Looking back at RE6 and the intense amount of 'micro-DLC' they had for that games Mercenaries mode for instance.
Please understand that this is one of the only ways to voice concerns that publishers will even notice. Often, they don't, but it's the only place that it seems to work sometimes.

As mentioned above, I will edit this when I know more on whether this was a false alarm or not.
Capcom is not adding this in because of that, I can assure you.
This is due to the 'Chun-Li' fiasco that occured in a Fighting-Game Tournament.
I'm not a fan of people cheating in my lobbies, it ruins the fun for anyone trying to play normally, but they should still have a right to do so alone or with friends.
Doing this to not only current and future titles, but also their old library is absurd, especially when the old titles are over 10+ years old.
I bought the game as it is. They said they were done with updates.
Now they're coming back and adding DRM? I didn't buy the game when it had DRM in it, I bought it without it! There is no choice but to use whatever version of the game is pushed out, even if it's not what you paid for years ago.
