As a person with 1300h, got to say, APB is still difficult to review.

On the one hand:

- Customisation is nearly limitless
It uses a sticker-paste type system, with a very handy symbol designer. Even better with premium (which F2P players can get quite often, every three months or so. Lasting about 2 days. Recieved via redeem code, so you can use it when it suits you best).

- Headshots don't count.
This is a big one, especially for players with latency (i have 170ms constantly), so you generally won't get insta-killed, unless you drive into a payphone.

- The average TTK (Time to Kill) is around 0.7 seconds, which is very long for a game of this type.
This gives you a little bit of time to react once you start to get shot at, and it makes latency a little less of a disadvantage.

- Most of the community is Toxic, but there are some really nice people.
Let's face it, all online games have their toxic people, there's nothing that can change that. But i met most of my good online friends in APB.

- The game is not Pay-to-win.
I am a f2p (free-to-play) player, aside from 1 gun i was gifted. Most of the weapons that you can buy are re-skins of other f2p weapons, or just straight up cherry-tappers (really bad or underpowered). A f2p fellow like me, after a little farming, can actually buy the paid guns at the joker store using joker tickets. Plus all of the legendary weapons (the ones that are released op, then nerfed (like in almost every other game)) are actually able to be traded. Which means that you can go to the player-to-player marketplace and buy them there (for a hefty in-game cash price, of course).

But on the other hand:

- The game is very unoptimised.
This is mainly because it is an old game, but there is an engine upgrade in development, so at least it won't be forever.

- The driving is server-side
Any actions you want to do in a car will be influenced by latency. Also, there are only 2 severs, EU and NA, so expect to have a little bit of latency as well.

- The game has a low population
Expect to go up against really difficult enemies. Most of the time though, your teammates will be just as good.

- The MM (Match-Making) is flawed.
I hear that it is planned to be reworked, but you'll have to double-check the forums.

- The game sometimes feels like it is working against you.
This is mainly due to latency or frame-spazing, but if you game with friends this has less of an impact on your nerves.

- The physics are a bit strange.
Fall damage is a thing, Certain cars can ramp into the air if driven in a certain way and the rag-dolls can be quite funny sometimes.

Overall, very fun with friends, can be frustrating sometimes, but i would recommend giving it a go. Also, i would highly recommend taking a look at this guide: https://steamproxy.net/sharedfiles/filedetails/?id=379180211
It helped me a lot.
