You can immobilise enemies in many ways in this game:
1. Using the cryo cannon that belongs to the driller class to completely freeze enemies in place
2. Using the ice minelets overclock on the Zhukovs dual pistol weapon that belongs to the scout class to freeze enemies
3. Using the ice grenade that belongs to the scout class to freeze enemies
4. Using the spinny death overclock + stun perk on the breach cutter weapon that belongs to the engineer class to trap enemies in a spinning plasma line that continuously procs stun
5. The gunner class's gatling gun can proc stun continuously on most enemies if you choose the stun perk

Additionally there's other methods that while won't immobilise enemies completely, they slow enemies down very significantly such as the Sticky Flames perk on the Driller's flamethrower or the Shocking Reload overclock on the Scout's assault rifle or the electric minelets overclock from the Gunner's burst pistol.

Having a primary + secondary weapon allows you to build the weapon you haven't build for stun/crowd control to take advantage of slower/immobilised enemies and deal as much damage to them to finish them off.

Overall there's plenty of ways to immobilise enemies completely or slow them down almost to a halt to make this game very satisfying for any stun enthusiast such as myself.
