40 - 60 fps its not playable in my opinion , over 60-70 in citys would be your target to play it fine otherwise you cant even 100% control your mouse

8gb ram, i7-4770k, R9 270x and it runs 40-60 frames consistent on custom low settings, I do agree though its time to upgrade gpu to play on higher settings

to play it smootly u need at least 11 gb ram , a i5 6600k and a 1050 or 460, 470 amd

3 year old rig with R9 270x runs it fine on mid-budget build (about $900)
