Damaging the players capacity to operate in a PVE environment (The element you cannot control) and making the equipment and tactics they utilize to achieve tasks no longer viable, you haven't balanced anything, all you have done is destroy the foundation of your entire capacity to understand the situation which just keeps recreating this rubberbanding effect of over-engineering stability on elements you do not need to over-engineer.
