It's not perfect either and for example doesn't have weapon customization at all, but it's surprisingly solid take on the genre. Especialy in SP it offers enough variety and in general seem to be less of a drag compared to PAYDAY 3.
And you know, it costs a fraction of what PD3 costs.
PD3 isn't a bad game, but it isn't exactly great either despite some nice evolutions of PDTH and PD2 gameplay; but if you'd buy it, buy it only on sale and only with all DLC's.
PD3's biggest problem, aside from weak bad gun balance and mediocore gunplay is low amount of heists, the ones that are there are mostly fun, but there's just not enough - at the moment 12 missions in the base game (1 being stealth-only) & 5 from DLC's.
