I just told you why. When you link a phone number to an account, All accounts linked to that number are seen as the same identity. That literally means that they are seen as the same account. This is why you are told not to use your phone number on other users accounts or use another user's phone number on your account.

then why are they banned in the first place they could've just ban the cheating one? ur reasoning just doesnt make any sense to me... as i said i think there should be unlimited ban for phone numbers thats it.

So, you let someone use your phone number on their account, they cheat. Not only are both accounts banned, your phone number is also permanently banned. Sound good? No. That's why numbers aren't banned.
