As the Party realized that the performance-based legitimacy was the only hope for prolonging its rule, economic development became the highest politics. Consequentially, the success of economic development would have to cause political implications—the external ones are carefully monitored and evaluated by China's neighbors and the only superpower of the world—the United States.
