After playing this game for years, the answer is more or less a yes, but not the base version. Buying along at least After Dark, Mass Transit, Green Cities, Industries, and ParkLife DLCs are a must.
Quite a few of caveats, some mods are also essential (at least to me) to play with. Such as, 81 or 25 Tiles Mod, Traffic Manager, Node Controller, Move It, Loading Screen Mod, Fine Road Anarchy + Tool, and Extra Landscaping Tools.

I personally wouldn't really recommend this game without them.

Online's good, but it seems for all these years there's nothing much that Rockstar has done to those damn psychotic cheaters. Got killed by them in just under 5 minutes right after plunging into the session for the first time. IMO the only thing that would ironically keep those "clean" players stay on playing GTA Online is the ability to "run away" by either having to join another session on the game, creating a solo session, or enabling passive mode. But it gets repetitively tiring to "run away" everytime considering how chaotic those annoying cheaters can be. Not to mention that there's also the "clean" players out there, but still wreck havoc everywhere just to annoy everyone. Roleplaying into both the criminal or the victim seems so fun at first, but when they start to overdo it by killing each other way too often it gets so irritating.

Why would I be forced to update for AE patches when I don't even buy the AE?

i've loved this game since warcraft's battle.net dota1. in fact i still played it.

but now the bot is getting more stupid every update since reborn. its ridiculous. i am getting tired of it.
i play bots more often now than playing pubs because i dont always get a stable connection when i am playing outside my house.

for your information, dota1 insane is even more smarter than this recent unfair ally bots. and definitely the bots before reborn update are smarter.

the supporter heroes often stuck at rune spot wandering forward and backward for a couples of minutes, any command wont work. they still stuck.

the ally bots are rarely to group up when pushing like the enemy bots.
and they ALWAYS offering themself money to the enemy bots by forwarding one by one helplessly. or attacking creeps instead of enemy heroes that are exactly RIGHT BESIDE THEM.

ally bots often late on defending their bases.

what makes me angry is some certain hero is ridiculously strong when it is in the enemy team, yet it became a burden when it is on my team. that is stupid.

u literally makeunfair like this dude, hard enemy, easy ally? lol

the unfair ally bots are far way not responsive compared to the enemy. and much not responsive compared to the original dota 2 bots, the one before dota reborn update.

you valve guys gotta fix this.
especially the stucking matter. they can stuck for a whole 5 minutes or more. making their level are stucked too. and then they are feeding instead.

whenever my team has gain an advantage, ally bots are starting to thow away the game by feeding themself to the enemies. and that is ALWAYS, ALL THE TIME.

i hate that one flaw.

remember guys, not everyone always play online. sometimes they play offline.
and the offline feature this time is suck.

back then it was way better.
