With over 400 hours of play time I can say without doubt that this game meets the basic expectations of a Fallout game. The game is enjoyable, and you can spend hours and hours building up your settlements, but thats what really keeps you in the game for that long.

The storyline is OK'ish, and should interest you enough to complete the game once at the very least, the side quests on the other hand is where the main negativity is swarming around this game (along with bethesda's creation club, that noone ever asked for), they are half-ass*d, 50% of them are actual side quests, where you will have a mini-story involved and not every one of them is actually enjoyable, nor you have choices that impact you, or anyone else apart companion (making them sad/happy) The other 50% is basically "Another settlement needs our help, i'll mark it on your map" *Pain intensifies*.

The gameplay has also majorly changed from the previous Fallout titles, not sure wether to worse or better, honestly I like it, however some people don't. Fallout 4 is now more focused on FPS elements rather than RPG, making this game easy to learn and master...

Building on the other hand is where this game is at. If you want to build a massive fortress with nuke launchers and crash your pc when you spawn deathclaws or simply build a house for you and your companion, then this game is a must buy for you.
