The limited stash size was due to "server limitations" or so the devs lied about in 2018 to sell it with Fallout 1st Scrapbox™.

They couldn't be bothered to put a weapon stash, armor stash, ammo stash even with Fallout 1st.

EDIT: They did add an Ammo Storage Box™ for 1st but you can't put fusion cores in it which make it almost useless for someone who uses mainly fusion cores as primary ammo.
