It's Turok 2 at a stable framerate and an extremely well done remaster.

im willing to wager he might be comparing it to the N64 version which had nearly unplayable frame rates at times

I've just played the old, non-remastered version and it worked just fine to me. Constant 60 FPS with absolutely no lags whatsoever.
