I haven't played csgo in a little over a year, this person is a bot and a scam account trying to bait with either a trade request or a random tournament.

Do not accept these friend requests and read any steam sign in link, a normal one would be this: ( https://steamproxy.net/login ) .

A few websites will create a fake popup window for a steam sign in with this link, try and drag the window out of the website and if it doesn't act like a normal window, close out of the site.
