Well if you aren't an active part of the steam giveaway scene then I can understand why you might think it had the value of $30 dollars.
Unfortunately, and fortunately, there is a big difference between store price and actual value.
With Dota 2 for example, the early access is $30 but early access ekys are given away in the thousands every single day, and a $20 on the store game like The Ship, there are an endless amount of copies (Every time you redeem one copy, you get an extra for a friend and so on)
So those of us who are an active part of the giveaway communities see people attempting to exploit things that are basically free every single day.
And then some of us, like me, tend to forget that a vast majority of steam users might not be part of the giveaway scene. :)
