Fun game.

It's a fun game for being free, but it's easy to realize that making the game free to play was only a tactic to advertise their other games and get more DLC sales where the real money is at. Most of the mechanics of the game are not available without the DLC, and often you will get a pop-up telling you need DLC. Constantly being told you cannot perform various actions gets annoying very quickly. The DLC isn't even just a few packs, but instead there are many packs, which can cost as much $20, only going as low as $5. The result is that to unlock the full game, the player needs to shell over 300 bucks. This also has terrible effects on the balance of the game, as the developers have to balance for countless combinations of DLC. This likely takes away development time and restricts their creativity.

Meh, it didn't really feel like an improvement of the previous game. This entry in the series has a lot going for it mechanically, but that is pretty much it.
