I've had this issue on going for over a year. I recently changed phones and could not get the SMS to deregister Two factor so I could set it up new with my new phone( Same number ). I am a senior technical advisor for my cellular carrier and I have verified everything is properly provisioned, put in a ticket about the issue assuming it was on my side but it was not. I cannot now receive an SMS to set Two factor back up resulting in me losing out the sales because a friend was trying to gift me. Also I have also tried using various numbers of my family as well to test, still nothing.
