tl;dr The Devs are still present, and still active, and still working to improve the game. No complaints there. Most the bugs are so small you won't notice when they happen. Only rarely do you see something questionable in nature. Most the negative reviews are just people that are butt hurt about DLC not happening as scheduled.

I'm 500 hours in and still having fun. The community is generally welcoming and helpful. The game itself is entertaining to say the least. Most of these negative reviews complain about "game breaking bugs" or "incompetent devs" but I'd argue that these aren't really points that should effect whether or not you get the game.

Even if the devs never add a DLC, the game is solid. They will add DLC, eventually, be patient, but the game is great for now anyway. The marginal line you have to cross as a developer to be considered incompetent is literally just saying or doing something that a person disagrees with, and suddenly, incompetent. I'd disagree strongly. Is there a couple things they could have done better? Sure. But we're all human, the game is 1000 times better than the original, and I can't in my right mind complain about this game after having lived through it. The loot system is infinitely better, the cosmetics are infinitely better, could still use work, but it's so much better than it was.

As far as bugs go, sure you'll see some fun tid bits sprinkled here and there. As far as "game breaking" bugs go, I might have something questionable happen every couple weeks, if that. If your PC can run this game without crumby FPS, you will be fine. They are usually fast to fix any new bugs that come up that could cause you problem.
