放弃了传统的全开放式游戏，选择了更加专注核心剧情的线性流程设计，可以体会到黑帮传奇的史诗开场。同时将开放世界元素单拿出来做了自由模式。

剧情方面基本忠于初代剧情，同时修复了初代由于时代限制的过场演出，恼人的反人类操作，让剧情过渡更加平滑，前后更加连贯。
