I'm running a triple monitor setup so that's no issue. Try and see if your Windows settings are set, also check your drivers to be on the latest ones

I found a Reddit post from April 2023 saying they fixed the issue.
It seems like it's more common among Windows 11 users. 
I just changed my PC and thought maybe I was just overdue for a new one. I also tried to launch Steam with only one monitor plug, thinking maybe having multiple monitors was causing the issue, but so far nothing seems to fix it. Steam is aware of it, so hopefully they will fix it for good to some extent.
