No Todd, it ♥♥♥♥♥♥♥ doesn't, you need to OpTimIzE yOuR gAmE.

Game runs like hot garbage on medium with performance mods, hovering around 40fps with stutters and frame drops everywhere. This is an unacceptable level optimization considering my computer can run BG3 and AC6 on ultra around 100-120fps without a hiccup.

Save you money, buy this game when it's on sale in a year or two when the modding community has fixed it.
